If you use CUPS Admin UI (http://localhost:631), login as a sudo user, 
after changes CUPS restart itself. But if you just edit 
/etc/cups/cupsd.conf you need restart cupsd.

sudo /etc/init.d/cupsys restart

No need for restart server machine itself.
