Are you talking about a thin client or desktops?  In both cases, it's not
really as simple as CPU speed.  Video card acceleration, network
bandwidth and ram available (which may not be as simple as the amount in
the machine) will all affect matters.

For what it's worth, I've watched youtube videos on an ubuntu laptop with
700Mhz cpu and 256MB RAM.
