how to set default "home page" for all users in firefox

 I believe that when there are package updates to firefox that the
 /usr/lib/firefox/firefox.cfg file has a good chance of being
 overwritten?
 
 I used to edit: /usr/lib/firefox/greprefs/all.js with proxy
 information and adjust a few other things and noticed that each time
 there was an update to firefox my changes were gone.
