ah, that only affects the user you are using atm indeed :)

to set system wide keys you run gconf-editor with sudo and make the
setting default and mandatory (i'd really suggest to have a look in the
gnome admin guide (link mentioned in another thread on this ML), it has
many helpful hints ;) )
the keys you want are under 
/desktop/gnome/volume_manager

unset the checkboxes for automounting, right click the entry and you get
a context menu with the mandatory and default options
