If the ubuntu logo comes up, then the tftp stage of netbooting has
completed already, and your problem is with the kernel/initramfs (or
later). This means the server has done its part of the job
successfully, and you should focus on the client.
Try removing the "splash" and "quiet" arguments from the kernel
parameter list supplied by the bootloader. This will hopefully get
you more concrete, textual information about what stage of the boot
process is failing. If that's not enough information to get you
something you can look up, you could also consider supplying a "debug"
argument to the kernel.
