LTSP password changes fail

We setup LTSP fat clients with Edubuntu 12.04.  We added several users and
they are able to login on the clients. However, they can't change their
passwords from the client.  If they ssh to the server they can change
password but we just want them to be able to do it from the client machines
without ssh'ing.  It looks like we get a message something to the effect of
"authentication token manipulation error"  After googling, I could not find
anything recent to deal with this message or password changes.  I did see a
suggestion to use System->Preferences-> About Me but this is gone in 12.04

 Is there some kind of setting in pam.d or nsswitch.conf (or elsewhere)
that needs to be set?  Thanks for your help in advance.
