Absolutely.

What we need to package is the WikiMedia commons, which are freely
licensed images (though some are DFSG-nonfree, being GFDL and CC by-sa
2.0). Images on the Commons cannot be fair use.

There is a strong drive on the various WikiMedia projects to put all
free images on the commons, as then all projects can access it.
