Request to add new packages to kernel, kernel-dkms packagesets

Okay, good point. If these were split to a separate packageset, would 
the membership maintenance be owned by the DMB or could it be delegated 
to the kernel team like for the kernel packageset? These packages 
basically have a dedicated maintainer within the team.
