Extension of PPU rights for printing and scanning: cpdb-libs, cpdb-backend-cups, cpdb-backend-file

Hey there,

The request makes sense to me. Those packages are maintained upstream by 
OpenPrinting and Till is actively contributing to the vcs. He also 
worked on updating those packages in Ubuntu in Lunar and is working with 
the Debian Printing team as a co-maintainer to get them updated also there.

I'm going to let a few days for other DMB members to comment and will 
then add them to Till's packageset if there is no objection.
