Request for xdg-desktop-portal-lxqt to be added to the Lubuntu packageset

The request seems reasonable to me.

@Utkarsh, my understanding from the discussion we had in 
https://irclogs.ubuntu.com/2022/06/13/%23ubuntu-meeting.html is that 
it's ok for a DMB member to add a package to set and that we don't need 
a group discussion for such requestss, as long as the change is 
communicated on the list. I don't find that documented on the wiki 
knowledge base though so maybe we should at least clarify and document 
in the next meeting?

I would be fine meanwhile with you directly adding the portal to the set.
