Proposal: reduce the maxmimum number of applicants per meeting

How about we follow 1 application per meeting but if we see a sudden
burst or bottleneck, let's fallback to, let's say, a 30-minute cap for
each application. This would mean that DMB members either read through
the wiki page 5-10 minutes prior to the meeting and prepare the
questions, if any, or something that'd help facilitate the issue.
