Application for per-package upload rights for openvswitch and ovn packages

Hello fellow hackers,

I hereby put forward my application for per-package upload rights for the
Open vSwitch and OVN packages [0].

I would like my application to be considered in the next developer board
meeting on 2022-03-21 at 1900 UTC.
