Core dev requirement for developer membership board seats?

Why ~ubuntu-sru-developers? They have a narrow focus (SRU process only),
so I don't understand how this would fit if the justification for
limiting the eligible set is "must have a wide set of experience and
knowledge to effectively assess core dev competencies".
