PPU applications for Ubuntu Studio uploaders

Given Steve's recent email we need to treat these two applications with
urgency. Given the problems we regularly have with quorum, please could
all DMB members confirm in advance that they will be able to attend the
meeting on Monday, March 11th, 2019 at 15:00 UTC?

I also suggest that everyone read up and ask for anything extra needed
in advance so we can proceed immediately with realtime questions and do
not need to defer the meeting pending further information.
