[packageset] Please echo the ubuntu-desktop changes to disco and bionic

Hey Gunnar!

So I guess I'm not able to get the full packageset changelog to
forward those changes to the stable series, but to unblock you
currently I have moved gnome-control-center from desktop-core to
ubuntu-desktop.

Mathieu - do you think you could take a look at this once you're around?
