Define a package-set for Ubuntu Budgie

Absolutely. We've been discussing just that elsewhere too.

At the moment, I'd be inclined to give David upload rights for the few
budgie-* packages he has already shown work on, but this is not yet
concensus in the DMB. I feel the consensus is currently: "we would like to
see more good work from him". I think this is something we can fix pretty
easily with proper mentoring and help with sponsoring packages.

In order to make sure that David and the development of Ubuntu Budgie
aren't being unjustly delayed, I'll reiterate what I've mentioned in the
IRC meeting before: I will gladly review and sponsor package uploads for
Ubuntu Budgie (from David or anyone else), and following that, write an
endorsement for a future meeting.

David, you should never feel like you are disturbing me in my work when you
ask for sponsoring; and so feel free to ask me directly on IRC (preferably)
or by email for things you want to have sponsored for upload. I'm always
glad to help.
