Define a package-set for Ubuntu Budgie

I see news articles about Ubuntu Budgie being an official flavor and it is listed on ubuntu.com, but it's not listed on the Wiki and I cannot find any announcement by the TB.  If it's an official flavor, we should do an autogenerated packageset like the other official flavors.  People may or may not end up applying for upload rights for the autogenerated packageset.  As for the list David provided, that would be more of an uploader packageset and I agree with my colleagues on the DMB that we usually wait for someone to actually get those upload rights before creating the packageset.
Having the packageset or not shouldn't matter in terms of the application.  If the application is accepted for upload rights and the packageset makes sense, the packageset will be created with the applicant as the first uploader.
