Define a package-set for Ubuntu Budgie

To clarify: there is currently no consensus in the DMB right now
whether or not someone can apply for a non-existing packageset or
should an empty packageset be defined first. There are varying
opinions about this and we will try to agree on a single approach on
the nearest meetings. This unclear situation makes such votes harder.

Also, I was the one sending David to the TB again as it's the TB that
has the physical power to create the packageset. I was unaware that
it's the DMB that decides on the packageset creation and then sends
the request to the TB to get it created. I thought that since it's the
TB that has the permissions, it's them that have also the formal power
here. My mistake.
That being said, until the situation with "what needs to come first"
is solved we can't really move forward with the packageset.
