Juju Delegated Team

I would like to request a delegated `juju` team for the juju set of
packages. By definition this set of packages would compromise of any
package that contains code the juju-core team releases (
launchpad.net/juju-core), or a package that is primarily consumed or
utilized by the juju-core package.

The initial set of packages I've identified are as follows:

juju-core, juju-core-1, juju-mongodb, juju-mongodb3.2, juju-mongo-tools,
juju-mongo-tools3.2

Initial list of members (name, lp id)
Nicholas Skaggs, nskaggs
Martin Packman, gz
Curtis Hoovey, sinzui
Adam Stokes, adam-stokes

The initial list of member represents the primary maintainers of these
packages currently. Of the initial list, Adam Stokes is already a core-dev.
For myself, I've gone ahead an completed a ppu application to help this
request.
