add livecd-rootfs to ubuntu-cloud image set

As livecd-rootfs has implications for all the images and isn't
specifically cloud related, we can't add it to the cloud package set. 
For what it's worth, none of the other image packagesets have
livecd-rootfs in it.  It's only uploadable by core-devs.  I think merge
requests have worked pretty well in the past for changes to
livecd-rootfs.  If that's not happening in a timely fashion, please
bring this up in either #ubuntu-devel on freenode or
ubuntu-devel at lists.ubuntu.com.
