add livecd-rootfs to ubuntu-cloud image set

Starting with 15.04, Cloud images have been using buildds to build cloud
images. With 16.04 we are moving all our cloud image build sauce into
the livecd-rootfs.

Can we add "livecd-rootfs" to the "ubuntu-cloud" package set?
