Please add seeded packages to xubuntu packageset

Greetings Ubuntu Developers,

I found that the following packages are seeded by Xubuntu, but do not 
seem to be included in the xubuntu packageset.  Are there any 
requirements for inclusion into our packageset?

* gtk-theme-config
* light-locker
* light-locker-settings
* menulibre
* mugshot
* xfce4-whiskermenu-plugin

Please let me know if you need additional information.
