Speaking for myself, I don't think a special upload would be worth very
much. If someone's been working on a package (especially one like this
which is an Ubuntu native package that's mostly about the content)
solidly, has shown they know how to package and drive uploads (such as
through existing upload permissions which you already have), and has
testimonials from their peers then that's enough evidence.
