Update permissions of zope and schooltool packagesets

I've looked what exactly was voted on during that meeting[1] and it was
the package list as shown at

Those 4 were in the initial package list and already approved.
Just await implementation of the package set (will mail the TB asking
for it).

Those were in the initial package list and are already approved. Just
await addition to the Zope package set.

Those ones are new:

and need a formal vote before they can get added to the package set.
I've added an item to the agenda for the next DMB meeting about it.

If no objections come from other DMB members, I'll mail the TB and ask
them for the implementation of the additions (and also the new packages
if they got approved).

BTW: The Zope package set was DMB owned for maverick (so DMB members can
add/remove packages for it) but for natty it's now TB owned. I've mailed
the TB if this is intended or a LP bug when the new series gets set up.
