[Bug 36676] gedit doesn't autodetct Japanese encodings

"IIMO, the japanese translators should translate the default value of the above gconf key so to match the needs of the japanese people." in comment #1. 
This is exactly my approach. But unfortunately, Japanese translator does not aware the fact, so gedit still fails to auto-detect japanese encodings. 

I sent a revised diff with the link of the GNOME BUG#, so he will update his translation sooner or later. If his update will not be in Dapper release, please use my diff. Thanks.
