Ok I added a second volume applet to my panel and set it to control PC speaker.
I can see the PC speaker mutes when plug headphones in and master unmutes. When
I unplug the headphones pc speaker unmutes and master mutes. So it is switching
the sound control correctly.

The confusing part to the user is that "Master" volume really isn't the master
volume. It is the line out volume. The user wants one volume applet to control
the volume of whatever device she/he happens to be listening through at the moment.

Also the keyboard keys only adjust the volume of pc speakers and never master.
That is why my speakers would turn on if I had my headphones plugged in. Hitting
volume up would unmute the pc speakers and then both sources would allow sound
to play.
