I can't guess which is the reason of this behaviour. This is my system:

DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=5.10
DISTRIB_CODENAME=breezy
DISTRIB_DESCRIPTION="Ubuntu (The Breezy Badger Release) Development Branch"

Linux Orthanc 2.6.10-5-powerpc #1 Tue Apr 5 12:44:32 UTC 2005 ppc GNU/Linux
ii  gnome-panel             2.12.0-0ubuntu2         launcher and docking
facility for GNOME 2
ii  gnome-session           2.12.0-0ubuntu1         The GNOME 2 Session Manager

I've asked for powerpc users if this behaviour is only reproducible on this
arch, but several users can't reproduce it too. You can ask with Carlos Perello
who gets a similar behaviour but not the same than me. I can't advance one step
instead of two steps (always the same behaviour), but he can get it by pressing
very soft the click button.

I haven't found any user with x86 arch who gets this clock-applet behaviour.
