/etc/gconf/schemas is the upstream location for schemas. dh_gconf move them to
/usr/share because that's the right place for them. The move has started before
hoary, but for hoary we had schemas to both place. When you upgrade the previous
files are left to /etc/gconf/schemas because they are conffiles and they may
have been changed by an admin.

Note that schemas are not used by gconftool-2, they are just the template to
give to gconftool-2 which writes the values
