no workspaces available on panel / minimized Firefox missing

I did the major upgrade for Breezy and these behaviors appeared.  The latest
update does not address these problems.  I think this problem is critical to
the operation of Ubuntu.  Email me with any questions, but this problem should
be obvious with a new install of the latest version available.
