Ah, ok, that makes sense in this case and also explains the broken update-notifier.

I think you upgraded from an older hal that still automatically restarted. We
don't do this any more now, but this one last restart can't be supressed. I
think this restart failed and thus hal wasn't properly started. I just uploaded
a fixed hal:

hal (0.5.3-0ubuntu10) breezy; urgency=low

  * hal.init.dbus: If hald does not want to die in do_stop, use the "yes, we
    really mean it" approach to ensure clean restarts.
  * debian/hald.8: --drop-privileges does not exist any more, document
    --retain-privileges.

But this will not affect Hoary->Breezy upgrades anyway, just Breezy->Breezy
ones. Can you please restart your computer and check if it works normally then?
If so, we can close this bug. If not, I need a full hal debug output as
described on https://wiki.ubuntu.com/DebuggingRemovableDevices.
