network script changes

just a heads up, I added a runtime option to the network script and
fixed a bug I stumbled on where running "info" would traceback because
of the check for args.cpu_load_fail_threshold which doesn't exist as
an argument for the interface_info parser.

So now that check only runs if you call interface_test parser.

I tested this on iperf3 and 2 and ran info to make sure that now works
correctly as well.  Also, pep8 cleanup.

Can someone take a look?
