Mandatory Jobs

You may list the jobs that *have* to run every time the test plan is used,
in the `mandatory_include` field of that test plan.
They don't have to pass. Plainbox will just make sure they are run.
Some testing may be useless unless `submission_resource` job is run, so
this job was first to be marked as mandatory.
