Windows installer for bzr 2.7.0

I am the one who built (I guess the unofficial ) installer for bzr 2.6.0, and I still have my notes on how exactly I got it to build, since building anything on windows is never straight forward =)

I'll take a look at it , and see if i can clean up my notes and get a build of 2.7.0
