Bazaar and contributor agreements?

Dear all,

I have noticed that Bazaar used to be a Harmony Contributor Agreement 
user, but has since no indication on its website that contributor 
agreements are required. I am a PhD Student at the Institute for legal 
informatics at the University of  Hanover. My interest focuses on the 
legal framework that facilitates the development and maintenance of open 
source development projects. I wanted to ask whether any of you would 
like to share with me the experiences you had with "Harmony", i.e. how 
come you started using it, why was it ditched, how are things without 
it, etc.?
