GNU is no more an operating system than Google is a search engine. 
[sorry to offend Richard's mores  by using a commercial example]

GNU/Linux OS is an operating system combining the GNU supported tools 
and libraries with the Linux kernel.

GNU is an organisation that provided many software components, many of 
which are provided in GNU/Linux OS distributions.

Google is a large corporation making most of its money from advertising 
by providing notably a search engine and the Android OS.
