`bzr ignore` problems aka file system access issues

I imagine the "IT fiasco" he refers to means he can't do that any more.

bzr really should do something sane (if only a clear error message
explaining why it attempted a restricted operation, and how the system
smacked it down) when it is refused permission to do something.
