Thanks for the detailed update.  I spent some time on reviews on
Friday too and I think we're set to get a lot of this stuff in.

I'll see if I can reproduce the hang or get some data from the pqm bot.

There is a bit of an uncomfortable gap here with things we'd like to
finish but also that don't need review as such and where the original
author might want to finish them off.  Bumping them out of the review
queue feels harsh as we've said before, but it's probably best. There
can be an inprogress bug and we can clean that up separately.
