bzr-2.3.3 has "Requires: python-foo" but bzr-2.3.4 does *not* have it.
If you install bzr-2.3.3 first and then upgrade to bzr-2.3.4 then you'll
still have python-foo. But someone installing bzr-2.3.4 from scratch
will not.
