[ANN] bzr 2.4b3 released !

Yes, or as Eli pointed out, I can set BZR_SSH to plink.exe and use 2.4b3.

I'm reporting this problem as a build issue, in case the people
building the Windows installers want to do a bzr-2.4b3-2-setup.exe
release.
