bzr 2.4b2 windows installer has paramiko, but it also has old
testtools, that's incompatible with bzr 2.4 (so `bzr selftest` does
not work). So if you don't need selftest feature then you can use
2.4b2 instead of 2.4b3. According to
https://launchpad.net/bzr/+milestone/2.4b4 next beta should be
available in ~2 weeks.
