Can't import qbzr?

So that the warning is not output at all unless some debug is requested

The distinction in this specific case is hard to do, was Eli a user or a
dev when it encountered the issue ?

I think the idea here is that Eli was surprised to encounter the message
so that's a reason to not output it for him.

On the other hand, Neil can certainly make good use of it...

On a third hand, we shouldn't add config options if there is a better
way ;)
