I believe Aaron Bentley set up ~bzr-core because he wanted to get bug
email for bzr, but not for all bzr related projects. Either that, or it
was when we set up stuff like PPAs and wanted to change what group of
people had access to upload files to the ppa.

Martin is out of town until Thurs or so, he might have more information.
