[RFC] I want to disable submit_branch on my computer for all branches. How can I do that?

A list of settings that I *could* make, even though I haven't done so
in the past.  Specifically, the names of the variables.  Eg, in this
case, it would not occur to me that submit_branch is used as a default
for the merge command; I would think that's for "push" and whatever
the bundle-creating command is.
