[RFC] I want to disable submit_branch on my computer for all branches. How can I do that?

What else would you want in this case, and why?  It's a stand-alone
tree that has no relation to other repositories and branches.

"git help config" shows me the man page for the command, and I still
have no idea what would you want to see.  "git config -l", which I
thought was what you meant, is also location-dependent.  So I'm still
in the darkness.
