[RFC] I want to disable submit_branch on my computer for all branches. How can I do that?

I also rarely merge from the parent branch, though I do heavily use
the push and pull defaults, and the submit location.
I think this is a good reason to not be too speedy to remember the
default, and to instead let the user ask us to remember if they want
it.
