RFC: How to translate help topics.

If you want to make a short term test project, you might be better off using
staging.launchpad.net. Its database is reset every few weeks. Otherwise,
making that secondary project is fine with me.

Perhaps a good tradeoff would be to allow each paragraph to be translated
independently?
