RFC: How to translate help topics.

Rosetta can automatically export *.po files into a certain branch. You
will have a history of the messages that are translated in Rosetta as a
by-product. So this is not a difference compared to plain text files.
Plain text files have the disadvantage that translators need to get the
branch and translate using a text editor, with Rosetta, everybody with a
lp account can simply translate a new paragraphs. I assume that it will
become easier for translators if everything is in Rosetta.
We might want to split help topics and other program related strings in
two different templates so that a regular program run does not need to
load the potentially big help template.
