How to install Python modules needed by plugins?

I don't know the exact details offhand. But there is a directory created
by the installer that is on the search path. Installing modules into
that directory will let them be found at runtime.

I think there was a discussion of adding another dir outside of the
install dir itself, but for now, you can be sure of the one working.
(Might be 'lib', but I think it is something else.)
