bzr-xmloutput and the Bazaar PPA

OK, given than the version of bzr shipped in the PPA is not compatible
with older bzr-xmloutput, I've gone ahead and put the bzr-xmloutput
version from natty into the PPA for maverick and earlier.

The package is 0.8.7.dev - it's just versioned as "Something after
0.8.6" rather than "Something before 0.8.7".
