I am −1 to have Bazaar enforce that policy; and I say that as someone
who only ever uses that policy.

The flexibility of Bazaar to work with heaps of different workflow
preferences is a big selling point, and I mourn that flexibility
whenever a special prohibition is added – which is fortunately seldom.
